Is two vps with 2 cores E5 3,50 GHZ and 4GB RAM more better than one vps with 4 cores E5 3,50 GHZ and 8 GB RAM?

Depending on for what you'll need 'em.

But i will use 2 in these situations:

- One for setup cache storage like redis or memcache
- second for website and storing the application cache data to the first server :) it would be a great.
About me:
- I am programmer, i know PHP, HTML, CSS, JS, JQUERY, C++, C#, Perl, Python excellent. Also i'm working with Photoshop for designs, logo, banners etc.

Depends if you need to separe like your database/cache server (redis etc) from your web application server i recommend this way but if this is not an requirement so you can use, the vps with more powerful components.

But that decision need to be made based on your current needs, security policy, and other variables that need to be considered in this decision equation
