I have no problem accessing that post, clear your browser cache and give it another go.

I cleared the cache, tested it on other platforms and other PC's. Still it continues with the same error.

My domain is old, just like hosting. I have an active 4.x forum, 100% working, but I wanted to test some things in 3.x to know which one I will use. No 4.x works normal(http://www.fifamaniacos.com.br/forum). I believe that the url inside the system is ok: $ INFO ['board_url'] = 'http://fifamaniacos....omunidade';

Most likely a hosting problem, if your name servers are setup correctly. I'm pretty sure IPB 3.X only works with PHP 5.6 or 7.1, If I'm not mistaken.

You have several different problems there, first do not use php 7.xx for IPB 3.49, but use php 5.6x (but it doesn't seem to be a reason).
The reason is that you have the wrong encoding somewhere or you've just made a mistake somewhere in the code. There is used somewhere ASCII code, but should be UTF-8.
You have a given URL
http://fifamaniacos.com.br/comunidade%27;
This is wrong there: %27
it really has to be http://fifamaniacos.com.br/comunidade/
http://fifamaniacos.com.br/comunidade/
And everything works.

I think I found the mistake. The problem is Skin. I checked the Error Logs and noticed that all errors are related to the skin.
[11-Jul-2019 21:33:05 UTC] PHP Fatal error: Redefinition of parameter $forum_data in /home1/fifama81/public_html/comunidade/cache/skin_cache/cacheid_1/skin_forum.php on line 426
