Would you please be so kind and investigate if the block manager still won't show uo if you use the default skin/theme?

We're looking forward to an answer from your side.

Sincerely,
Invincibility

Well it didn't work when I tried too. But now it shows again for some reason.

But still it is bugged, the sidebar still shows on the bottom of the page as on the picture that I posted.

The reason is simple, you've made changes to css, but the changes are not correct.
Solution - Remove all changes you have made and restore the original css and everything is OK.
To avoid such a problems in future, do only such changes, what You know how they must be done.

How do I remove and restore the original CSS? Just reupload the theme or what?
If that is what I should do then I have already done this. I deleted the Vulpes theme and then reuploaded it once again but the problem isn't fixed as it is not only on Vulpes theme but also on the default one.

Resetting you CSS changes is pretty simple.

Go to your AdminCP > Customization > Appereance > Themes > Select your theme > Edit HTML and CSS > Select the CSS tab:

Afterwards, choose the dropdwon menu and select only the "modified" filters:

At these CSS files, after opening it, use the "Revert" button as shown in the next screenshot at the files which can cause this issue:
