Is there any application / plugin that allows members to make there own user group, with limited permission, they can select userbar/name of group etc and they can also invite other members to the group and members in the group have the userbar/group?
Seen on several forums dont know what app or if its just REEEALLYY custom..

No. You have a permission to do any groups and any users, like a restricted admins, but simple users cant do that you need.
Its impossible without permission.

Yes but i meant they can actually give THERE club members USERBARS and username styles ETC, visible on the regular forums
